(+) Environmental Impact Report (E.I.R.)

On January 1, 1970 the United Sates enacted the National Environmental Policy Act (NEPA) instituting a national policy to guide the improvement of the environment. NEPA established procedural requisites for the preparation of Environmental Assessments (EAs) and Environmental Impact Statements (EISs)-impact reports essentially studying and presenting the environment effects of a proposed federal government agency action.

Shortly after the enactment of NEPA, the State of California followed to establish environment protocols in studying and publicly disclosing the environmental impact of proposed projects. The California equivalent of NEPA and EIS are the Environmental Impact Report (EIR) under the California Environmental Quality Act (CEQA), respectively.
